For what you want, I can try to explain how to make it.
Build 2 RS NOR latches.
One will be for the T/F part. Set that up. Connect one end of it to one end of an AND gate.
On the inputs of the RS NOR, connect both of them to the RESET line of the other RS NOR.
Connect the NULL line to the input in the RS NOR end that's connect to the AND gate as well as the SET line of the other RS NOR.
Connect the SET line of the RS NOR to the other end of the AND.
The redstone will get jumbled up, but, hey, it works!

Can you clarify what you want? You have how many inputs? How many outputs? What exactly do you want it to do?
When you hit one end, it turns one end on and the other end off.
When you hit another, it turns the other end on and the first end off.
When you hit another, it turns both off.
I was wondering what this system can be used for. I mean a rs nor latch has 2 states but we could we do with an extra one. I found a way to create it using 3 droppers and a hopper. 1st droper facing to the side,2nd dropper facing upwards, and 3rd dropper facing into a hopper. Hopper faces towards 1st dropper not 3rd. It's very very small for a rs nor latch and it's easy to build. Would it be a good idea to make a triple state rs nor latch array?
