I saw some discussion of this in the snapshot thread, so I thought I'd share my inventions. I came up with these on my own, but those people were on the same track. The images are large because I have signs explaining different sections of the circuits.
I started with a simple incrementer. It increases the input signal strength by 1 (up to 15).
Next, this calculates sum (up to 15) and overflow (above 15) of the two signal strengths.
Here are the formulas:
min(a + 1, 15) = 15 - ( (15 - a) - 1)
min(a + b, 15) = 15 - ( (15 - a) - b )
max(a + b - 15, 0) = b - (15 - a)
