if you have a commandblock you can use every command expect of:
"/kick""/ban" "/op "/deop" "/stop"
But only ops should be able to get commandblocks
The problem I have is that on a bukkit server, instead of manually promoting a player from guest to member, the player presses a button (that activates a command block with /pex promote @a).
The thing is, I'm not too sure if that would work, since the player pressing the button is not OP.
I couldn´nt get command blocks to work on my bukkit server ^^
But I think you have to be op/creative to change the commandblocks command.
Im not shure if it´s possible to use other commands with the commandblock, but i hope so
They're still implementing support for command blocks in the dev builds of bukkit.
I guess I'll have to try it out myself when PermissionsEx is updated...
You can activate command blocks with redstone if you are or not a op but if you want to change the command you have to be a op

More specifically you have to be an op in creative mode. It won't let you update the command on a block if you are in survival or adventure mode. Once the command is set, anyone can trigger it.

I just tested this out on singleplayer and multiplayer and on both you only need to be opped/have cheats on. And you can still get and edit the block with just OP powers.
