According to the Wiki it should turn off the output if the side input is greater than the back input.
Since the back input is directly connected to something and the side drops 1 in power before it gets to the comparator it may never affect things, what is the comparator connected to?

So the subtraction mode only allows it to drop in signal strength, instead of completely shutting off?
Well, it should still shut off completely if the side signal is as high as the input or higher.
If the side signal is lower than the input it drops in strength yes.
