Making an rpg server, and I am going to have resources spawn around the world players can pick up to be used in crafting. I have the summon command for the item but I do not want it to be like a traditional generator. I want only 1 reagent to spawn at a time so someone can't run up to the spawn area and get more than one reagent. I need help making some sort of command block that tests if there is not a specific item in an area. any help is greatly appreciated!

There are many other ways to solve this, but here's what I came up with.
-Command block one: /setblock *coordinates* minecraft:fire
-Command block two: /setblock *coordinates* minecraft:air
-Command block three: adds a new item
This should get rid of the old item whenever a new one drops. I don't actually know how to add a new item.
