I followed all the instructions, but the pressure plate is not connecting. It clicks on when I step on it, but it does not power off the redstone dust to spit the minecart out of the hoppers and dispenser and onto the powered rail. I thought it might be because the plate wasn't on a block powered by redstone, but everything I'm reading says it should work properly (and it does work properly in the tutorial). Is this a glitch or have I done something wrong?
when you recreated this minecart station design of xisumavoid you made a small mistake. The Redstone wire shouldn't control the dispenser directly, but only through a block. (see picture below)
I added the block but it still isn't working - the pressure plate is now turning off the redstone torch, but the powered rail isn't ever on. They should be powered until I step on the plate. any ideas?
Also, the minecart keeps getting stuck in the second hopper instead of going to the dispenser. I know that powered hoppers won't pass things on, but if the torch is being turned off when I step on the plate, there shouldn't be any power going to the hoppers, so I don't know why it's not sending the cart through.
The picture you shared is of a different design, the one I am using has an inclined powered rail after the dispenser. Does that make a difference?
Everything stops at the hopper that is directly below the highest one one the right.
The minecart should fall through the rail into the first hopper and then down the chain into the one below (which is working). When the plate is pressed, it should unpower hoppers and send the cart down the line (to the left in the photo), and into the dispenser. Instead it falls into the first hopper, then to the second hopper below, and stops.

Pressure plates can't turn off powered redstone. They can turn it on if it's off.
You need to reverse the signal using a redstone torch somewhere in the circuit.

the picture i shared represents a part of the station to illustrate what needs to be changed. The inclined rails make no difference here.
Could you post another picture of your station here showing the hopper that is permanently blocked?

And the rails still aren't powered.

the hopper row don't need to be blocked and i don't see any redstone that affects a hopper in this way. Two remarks on the rest of your description:
