There's no gamerule that can do that but there are workarounds such as blocking the tripwire until needed, making them immobile, making a 1x2 door with slabs or not using tripwires or pressure plates at all and use /testfor.
I took your testfor suggestion. For anyone who may see this that had a similar issue, I made a diagram of my system. It may not be the most efficient, but I strive for what makes sense to me - not what's most efficient.
That should work, although you could just have a command block to constantly use /testfor, ditching the tripwire entirely unless you want the tripwire aesthetic.
