I have been working on a redstone machine that is having hopper timing issues. I think I need a timer, but in all my research I don't see how to determine which kind of timer to use or how to incorporate it into my build. There must be a comprehensive resource for people wanting to learn this sort of thing, but I'm not finding it. If you know of resources like this, please comment with links. Thanks.
apparently there are lots of clock circuits XD depending on how fast you need, if you need a really fast one you can use a comparator clock...
place down a comparator on the ground then a lever on the side with 2 dots then put red stone around it on the right side of the lever then a redstone dust on the top with the one dot, flip the lever then it will blink really fast. Place another redstone dust above the single dot one and then hook whatever you need powered up on that wire!
Hope this helps! If you need any more help just let me know!

Is the wiki helpful? It has tables of how many items to use for different clock periods, pictures and schematics of different builds, etc.
Well the one I use is this http://minecraft.gamepedia.com/Clock_circuit#Repeater_clock

No, I've looked at that already, but thanks for your response.
This May help you:
it is completely adjustable if you have access to commands.
(the original is a slower timer)
i have also posted an inverted form of the original invention along with time varying commands down at the bottom of the page.
http://www.minecraftforum.net/forums/minecraft-discussion/redstone-discussion-and/351465-how-to-make-a-simple-5-10-15-minute-timer-in
bongotezz also has a video guide that adds delay with a dummy objective here:
that should cover everything. no command block timer, command block&redstone timer, and command block timer.
