I want to know if it is possible to test for specifically arrows that are on fire. The Fire NBT tag doesn't seem to work unless it's some kind of weird number like "24376"

The "Fire" tag decreases by 1 per tick while on fire. Since the starting duration can vary under certain circumstances, there wouldn't be a reliable way to detect it immediately.
However, if the arrow is being shot from a fire bow, it will always begin at 2000. You can use a /scoreboard command on a 20t/s clock to set a score to appropriate arrows and then target them after:
/scoreboard players set @e[type=Arrow] OBJECTIVE 1 {Fire:2000s}
