1 tick? I tried my best to make a fast one with a piston and a torch that doesn't burn out. Looks like it may be a 2 tick clock. I place some repeaters so we could see the gaps between the pulses in one of the pictures that you think I'd look at before commenting, but oh well. I took a few screenshots to try and show the build since it's so simple. The lever being powered on turns the clock off. Tested in my multiplayer server, and seems to run fine. No torch burnout and no lag issues. Whether or not it'll work depends on what it's running into.
NOTE: The clock is fast enough that the piston loses grip of the block if powered off while extended. This means you may want to use an easily breakable/replacable block, as it won't be able to be turned back on if the block ends in the suspended state. Wool with shears, or cobblestone with a pickaxe would be the quickest/easiest.
This probably isn't the best, I only worked around 20 seconds on it, with about 2 minutes of playing with it. I hope it suits your needs, and if it doesn't work than let me know and I'll try my best to help out!

Hopper clock? Although it does need comparators, and probably a repeater to strengthen the signal.
Make sure the hoppers face into each other! Also, with one item, you don't need the RS-NOR latch part.
The other image basically uses repeaters to prevent the torch from burning out, but I substituted repeaters for NOR gates. You can also just use one old-fashioned repeater with two blocks, one piece of redstone dust, and two redstone torches.

I would suggest using a nice clock I invented (it is very noisy) where you have a torch placed on the side of a block with a block above (repeat for all sides of block) and redstone on top of the block you placed the redstone torch on. If my description isn't clear I may add attachments.

There also has to be redstone dust on top of the solid blocks. Hopefully the image will help. So far, I have not seen it burn out.
