The new commands in recent snapshots have opened up many possibilities in map making. Now you can give players activating-effects armor after tense Boss battles:
The ench:[{id:#,lvl:#}] tag give the item enchantments
The AttributModifiers:[{AttributeName:generic.#,Name:#,Operation:0/1,Amount:#,UUIDLeast:#,UUIDMost:#}] change the wearer (or holder)'s Attributes
_There are currently 5 AttributeName:generic.attackDamage,generic.movementSpeed,generic.maxHealth,generic.knockbackResistance and generic.followRange (which isn't useful for players)
_Name can be anything you like
_Operation:0 will add the amount whereas Operation:1 will multiply it (1 for 100%)
_UUIDLeast: and UUIDMost can be any numbers you want. But make sure they do not coincide with each other otherwise the effect will be overwritten.
Now add effects to your Armor:
Add an dummy type objective call Armor:
scoreboard objectives add Armor dummy
+Hook these commands to a very fast clock (preferably the one with /setblock ~ ~-1 ~ redstone and /setblock ~ ~1 ~ air):
scoreboard players set @a Armor 1 {Inventory:[{Slot:103b,id:minecraft:skull,Damage:3s,tag:{ench:[{id:0},{id:1},{id:2},{id:3},{id:4},{id:5},{id:6},{id:7}],display:{Name:Herobrine's Head}}}]}
This will set the Armor score of everyplayer who wears said armor to 1 Now give said players desired effects for 1 second:
It doesn't seem to be working for me…I get the attribute modifiers but no potion effects. The particles and wither effect don't work either. Any advice?

Wow! This Is SOOO cool! I thought I'd need to use scoreboard and have 2 commands for the Armour and 1 for each effect! This helps but could you explain how it works a bit better?
What I'm angling for is an exclusive system, where not every arrow toggles the elemental arrow. I want certain people to be able to use it, preferably due to a lore on the bow.
I'm only getting the "Resistance" and nothing else. I didn't need to setup the (scoreboard players set @e Armor 0) yet. Would that effect it? Also could someone explain the slower clock more (I'm a noob).

This is so useful! I'm making a class PvP game with a Rogue class that has invisibility as one of its effects. To avoid making this TOO powerful I also gave the class boots so that they're still somewhat visible, but since the boots don't have very good enchantments on them people would just take them off. This ties the invisibility to the boots, so that they have no choice but to wear them if they want the benefits. Thanks so much!
This is hard. I'm trying to get it so you only receive a potion effect every now and then, since I have a custom enchantment that gives you regeneration, but I have 12 levels of it. Don't ask why, I just felt like it.

I need you to explain it more and does it work with switch. Because I'm making a cops and robbers mini game and the cops diamond chestplate needs to give them risistance 4 but the give command never works

_Hook this command to a slower clock (one repeater tick delayed clock)
to take away the effect when you remove the Armor.
Bonus:
Damage any nearby entities (give them Wither effects):

what about jump boost?
it doesn't have jump boost
Jump boost isn't an enchantment, it's a potion effect. MCStacker doesn't help with scoreboard uses.
