There's this one world that I have. I want 1.7's new features, but not the biomes. I know that I can stop them from spawning by exploring the whole world, but since it's a square with 30 million blocks from the spawn on each side, that's kind of out of the question. Is there some tool that will stop the spawning?

You can make a superflat world. Try the Overworld preset, but enable cheats, because whatever biome you pick, there will be some stuff that's not to be found.
Note that "Tunneler's Dream" is probably not what you want, because there's a heckuvalot of stone between you and any ores.

I did some CraftTweaker scripts for Mystical Agriculture. They fill in a couple of small gaps in MA, and also let you make or duplicate not only vanilla plants, but the blocks, plants and wood from Quark and Biomes O'Plenty. Also spawn eggs for most vanilla mobs! The scripts are here on Github.
Make a mod that implements all cool stuff from 1.7 into 1.6 or implement 1.6 terrain into 1.7. It's faster learning how to use mcp than to explore thousands of blocks.

I'm not aware of an tool that'll achieve what you want.
Yeah, that's good advice. You don't have to explore the whole map, just a bit farther out than you think you'll ever go.
