Do you know what I want? I want withers to be very common in fortresses. Most the time they're no threat because even when they do apply the wither effect there's nothing else around the area to finish you off, save for easy-to-avoid ghasts.
The drop rate for skulls is not bad, it's the spawn rate. I have killed atleast 3 pigmen for every wither skeleton that I have killed. You can't increase the spawn rate either because fortresses are inside a bounding box so unless you build in that box you're not going to get any spawns.
They spawn quite frequently. One common problem is people don't realize that nothing spawns if all the spawn spots are filled, and many players ignore zombie pigmen, so they basically just accumulate until there are no spawn points left. Once I eliminated pigmen in a fortress I found blaze and wither skeletons were spawning frequently enough that I couldn't choose which ones to go for.
Even if you do kill every pigman you see, you're still going to kill more pigmen then you're going to kill wither skeletons. On the up side you will get lots of gold from it to help you make the beacon.
Also FYI every item they carry has a seperate chance to drop; that's why it's possible to get more than one armour as a rare drop at once.

Expand around intersections, which have the largest horizontal bounding box, and you can go up and down two floors (of height two) as well. If necessary slabbing or removing any nearby netherrack to make as much of the available spawn space applicable for spawning Wither skeletons (rather than just pigmen) and you're well off.
If I got a broken stone sword I'd frame that sucker and put it up on my blocky wall in the trophy room. It's not about the value of an object's matirial, it's about the story behind it. A really cool adventure is the point.
All they need to do is give the sword the wither effect as an enchantment (it would be the only way to get it) and it would be fine. Useless for damage but you only need to hit enemies with the effect every now and then.

And to all "omg it's so hard", try giving airarreT a go and kill the hard mode bosses, and then come back and say that Wither is hard
Well in all fairness only 2 of them bosses are actually hard, A certain roboworm you can almost instagib by sitting in one spot with a badass flail and one good health potion.

They drop the swords sometimes because they use swords. All mobs have a chance to drop what they're using. The wither skeletons are no exception and I don't feel there is any need to make an exception for them.
The equipment dropping system is completely separate from the mobs own loot tables. Having a sword drop doesn't mean you won't head a head; it just means a sword dropped. You can have a sword and a head drop at the same, it's all random.

Lol I am so lucky sometime and I don't even realize it. When I was playing on my survival multiplayer server with my friend coolsparky01, I fought a few wither skeletons when we were in a fortress and I already got a skull easily its like the first skull is easy for me then the others are HARD HARD to get but when I was playing minecraft FTB mod same thing happened fought wither skeleton boom skull but then... I used a portal gun to move a skeleton spawner to the nether and yeah got wither skulls extremely easily then I made a soul cage and soul shard and I'm planning to get a tear 5 wither skeleton spawner right now I got tear 2 lol it is so easy in FTB.
@SuperDiamond64 Talk about a necropost... But really, them dropping stone swords is not the problem, seeing as it doesn't effect the drop rate of the skulls. The problem lies in how rare the mobs are, and the fact that it's entirely up to luck on a couple different and highly important factors. If the wither skeletons where a little more consistent in either spawn rates or drop rates then it wouldn't be anywhere near as much of a grind (and I'm not even going to discuss whether the beacon is worth it, because lol...).
As it's been said before, grinding isn't fun, and it's only fake difficulty. There is nothing hard about actually fighting the skeletons, it just take FOREVER to get what you need. The first time I fought the wither, I was in the nether for 10 minutes until I got my first skull, and then I played for countless hours trying to get those last two. It's because the spawn rates of the skeletons can be ludicrously low if your fortress is in the wrong spot, and then you tack on the low, low, low drop rate on top of that. If you get a fortress that overhangs a lava lake, with no spawning area that isn't in the fortress, then it probably isn't that bad. As a matter of fact if you use map editors to clear away ALL non fortress spawning space, they are fairly common, but if you have a fortress that's in an enclosed area, then it's pure hell. The zombie pigmen take up all the spawning spaces for a mob that spawns very rarely in a very limited number of areas already. As it is, the only way to fix this is to half slab all of the non fortress spawning space (good luck), or else go find a better fortress, which is a pain and is again, entirely up to luck.
If you want to fix the wither skeleton, then either keep the low drop rate, and give them their own, much lower mob count, which would keep keep spawning rates consistent but still rare no matter where the fortress happens to be situated (although I'm not sure how technically feasible that is), or else keep the skeletons super rare but bump up the drop rate.
Although it would be pretty cool to be able to get an exclusive wither enchant on the stone swords.

they drop stone swords because they carry them, not because you need it. beacons are not worth all the mineral blocks anyway. they would be if we could use lapis blocks for it
Why should it be removed? They wield them, no sense in them not dropping them. If you really want skulls get some mod that lets you craft them with stone swords or something xD

Either way its not a problem at all, people just can't handle bad luck when it comes to RNGs.
