It would. Blocks are way different than items. You only have 16 combinations to work with for blocks (a file size and performance restriction due to the enormous number of blocks in a world,) while for items you have millions of combinations.
But each wool block would ideally be the same item. The difference being that using dye on it would adjust its RGB slider, if you will.
I really don't understand why you can't push tile entities in the first place. In the original piston mod you could, so why not in vanilla?
My guess is (and I'm just throwing this out here) they either didn't want to be bothered with the extra work involved, or didn't want people moving chests or mob spawners. Still, it wouldn't be terribly complicated to just have wool as a special exception to this rule, as it would only have a single integer (the RGB value) to deal with, as opposed to all the items in a chest.

Performance reasons are probably part of it. You have to copy over all the data to the new locations, and that could get bad if you're trying to move lots of tile entities at once. The extra work, like Daev mentioned, is also probably part of it.
You've missed some of the dark purple dyed armour I've made to go with my skin lol. Good job, by the way. I believe some people still think that the dilution bug hasn't been fixed.

The RGB values for leather are stored in the large amount of data items can store (like enchantments, durability, and potions.) Blocks only get a number from 0-15. It simply won't fit, so the game can't remember what color it's supposed to be. (Grass and leaf color is calculated based on biome data, not stored in the blocks themselves.)
May mods use damage values to change the block completely, like Industrial craft and, most impressively, red power. All the wool colors are just one ID. It's maxed out, though. 16 colors is all you can get from one block ID. Leather gets 16,777,216 colors.
The different stair materials are all separate IDs ever since upside-down stairs got implemented.

How do you position it to dye? Also, does it have to be when making the armor or afterwards. I have tried every way I know but can't seem to get it to work.
Edit: Nevermind, just realized its for update 1.4. Also, you will be able to dye dog collars.
