You misinterpret. I will physically describe WHY it cannot be fixed with slabs: many of the blocks on my floor are solid, decoration blocks. Unless I were to take those out and turn my base into crap, it isn't exactly fixable. DO NOT go on about why I should just slab my floor; it is off-topic and essentially spam.
You could always put the decoration blocks above the slime spawning level and the regular half-slabs for all levels that slimes would spawn. That's a solution.
Instead changing game mechanics again or expecting the game to change for your needs, you could and most likely should be adapting to the changes. Also, for your second solution, you say you need a practical way to prevent slime spawning, which would be normally placed half slabs, but reject it because it isn't what you want. Maybe you should change the OP to say that you a way to prevent slime spawning to suit your needs instead of the already existing practical one you reject.
I wouldn't be opposed to slime spawning being moved down to say 32 and lower. That being said, if you're building underground, you either build between 61-41 or if you build below that you build with slimes in mind.

I've have tons of the problems with slimes myself over the what 1-2 years they been back in. On superflat survival they can be a nightmare. Only a month or two ago I fell into a large slime on my hardcore world and died because I couldn't do anything. I was stuck. In multiplayer slimes used to even be invisible at times and for a while they couldn't be killed, not even by lava.
If you are in a good slime chunk and you have lit up the caves nearby, its day time, and you don't have any monster/animal/towns nearby. I can see slimes starting to be a big problem. I stopped building underground myself after that stupid void fog was added and everyone got xray to find you.
I know slimes can't swim and dispensers can place and pick water back up. It would be more work then changing the floor. But you could maybe set up a flood switch. To try and prevent spawns or trap all the slimes somewhere else. Or a lava switch, but lava can take forever to clear away. Basically try having your place flooded when you are not there.
I do think mobs shouldn't spawn on certain man-made half slabs myself...torches everywhere looks tacky and extra partical effects everywhere for more memory/cpu. Bottom only half slabs can look all wrong. Glass is even more work because then you want to block under it to look nice and you can't hide redstone or anything.

So you choose to build in the layers that slimes can spawn, even though they take up less than a fourth of the world you can build in? For shame. What about those other 205 layers of prime real estate, why didn't you choose those? It seems like you have a fair understanding of slime spawning mechanics, so you also could avoid building that deep in slime chunks.

OP, one thing you could try is hollowing out the slime chunk out where ever it is out of hearing range. depending how much spawning space you can free up, this should cause slimes to spawn less in your base.
Unfortanately... that would not work. By the time you get into range the slimes can spawn in there, you can hear them. They're noise travels so goddamn far...
There is a maximum number of mobs that spawn naturally in a chunk. Just create large 3 high layers below your base for mobs and slimes to spawn on. You should see the amount of slimes in your base to go down like 90%.
And the amount of noise go up by about 900%.

Then I read your post and it inspired me to go back to that area last night and try to rack up some slime balls for all of the sticky pistons I need and not a single slime was to be found. I even put torches everywhere, and found a new branch of the mineshaft that caught on fire when the chunk loaded....

We are helping. It's called a reality check. The game is always changing, and sometimes those changes negatively effect 1% of the Minecraft population. The game will not change back just for that 1%, so the best thing we can do for them is to help them see that they need to adapt if they want to play new updates.
Honestly, I don't see a difference between the OP's post and something like, "I want to build a base that's all dark, but mobs keep spawning in it! They need to change this! And no, I don't want to light it up!"
There are several solutions to this that the OP just doesn't want to do. Change the floor. Build the base on a non-slime chunk. Build the base over 40.
Minecraft has solutions. Several of them. The OP rejects them. The problem here is the OP, not Minecraft. The sooner the OP realizes this, the sooner he can adapt, move on, and continue to enjoy the game, leaving the devs to address real issues.
We are all aware of those slimes; the pleasant wet, flapping noise they make, the fact they trample your crops, and, best of all, that fact that it is now IMPOSSIBLE to prevent slime spawns without turning your base into ****. The reason? Mobs now spawn on upside-down halfslabs. However, the problem was there even before 1.3; the differance is that it is now impossible to avoid. Due to the amount of people whom have been mislead:
I am NOT looking for "Just change ur floor" or "Just deal with it". This IS a problem and it must be addressed.
Now, I think the new feature does make sense; I do not want that removed. However... what I WOULD like to see is a solution to this problem. At the moment, I only have 2 ideas:
Slimes once again spawn only below layer 16, or
A technique to prevent slime spawns in a pratical way.
Also... a few bits of information to help dispel spam:
1.) No, I cannot move above layer 40. End portals are a bit heavy.
2.) I wouldn't be making such a big fuss over it... if they weren't so goddamn loud and annoying.

You started on the wrong foot. So, what the hell do upside-down half slabs have to do with slimes? Use the regular slabs like you could before. Now, let's get to that list!
1. I do think that slimes should spawn maybe, a little bit lower. Maybe around height 25. However, that has nothing to do with your choice to create a base around and End Portal room. You knew when you made the base that there would be issues with mobs. Now, I'm sure that while your base is lit up, and protected from other mobs, you still have to deal with slimes. Such a pain, right? It's almost balancing. You're making a house out of the End Portal room. Seems like a way to avoid travel, and simply dive into the End whenever you want. Well, having to deal with issues that may arise, such as slimes spawning, seems appropriate.
2. If they're so damn loud and annoying, go kill them. They don't spawn that constantly. I know, I've made a slime farm. Dedicated to the sole purpose of spawning slimes. If you're lazy, and want sometime without putting forth any effort, turn your sound down. I mean, between you, the slimes, and the End Portal, what sounds could you possibly want to hear?
3. Been there, done that. Living in a cave is very efficient. Cool. But, it has its costs. Slimes spawn, even if its lit up. But then again, you're underground. Deal with it. If you could just light up everything, and not ever have to worry about hostile mobs, it wouldn't be right. Especially considering you're living underground. You know, the usual home of hostile mobs?
Now, because I'm such a nice guy, I'll give you a fourth answer, for free! That's right! Four, for the price of three!

So let me answer the list again, this time, with a teensy bit more understanding.

2. If you want a suggestion that isn't too far out there, try this: Light up the caves and everything else anywhere near where you are. Slimes will be tempted to spawn there, rather than your home. Reasonable, yes?

Most people clearly don't want the height reduced again, considering slimes were so rare before and necessary to use sticky pistons.
In your situation, I'd map out the slime chunks around my base and plan around them. You get (up to) three end portals per world, so if the layout of slime chunks around one isn't ideal, you can check the other two. If neither of those work for you, you could try a different seed. One of your previous posts implied you're playing on a server run by someone else, so maybe these aren't good options... It also sounds like your base is pretty built up, so moving it to a different location or altering the layout might be drastic. However, isn't it more drastic to suggest changing the game mechanics for all of the millions of players than to move your base around a bit?

3. Been there, done that. Living in a cave is very efficient. Cool. But, it has its costs. Slimes spawn, even if its lit up. But then again, you're underground. Deal with it. If you could just light up everything, and not ever have to worry about hostile mobs, it wouldn't be right. Especially considering you're living underground. You know, the usual home of hostile mobs?
Now, because I'm such a nice guy, I'll give you a fourth answer, for free! That's right! Four, for the price of three!
4. Next time you want something in the game changed, don't start with anything about how your problem HAS to be dealt with. Get over yourself. Post something constructive. Say why its bad, this includes multiple reasons, not just, 'it's annoying, whine, whine, fix it.' Then give some constructive ideas about how to go about solving this problem. Lastly, sit and wait, and realize that it probably won't end up in the game. It could, but it isn't especially likely.
Now that that's over with, carry on with your complaining about a feature that has absolutely nothing to do with slime spawning.

Wrong. This issue started a long time ago, when the slime spawn height was changed from max of 16 to max of 40. However, half-slabs in the high position worked to control them. That was an adaption. HOWEVER, now that that adaption no longer works, there is little you can do. And let me tell you something: Regular mobs you can prevent from spawning. Slimes? IMPOSSIBLE. All of the solutions you have suggested I cannot do.
And where did I say something MUST be done? Address only means to put the issue out there; nothing more. And now to respond to your numbered list:
1.) Oh? So If my house was deep underground for protection and isolation, with no end portal, how would it balance out then?
2.) Which I do. But they keep spawning. If I block up the areas outside my house that they spawn, it doesn't even matter; even more spawn directly into my base.
3.) So you are saying that if I live in a massive underground palace, I should have to deal with hostile monsters because that is their home? I was unaware that mobs were capable of such building.
4.) Like I said before, kind sir, I did not say directly that it MUST be changed. The rest of 4 is just blabber. Your sentence, however... OH! I see now. You had the wrong knowledge the entire time. Let me explain:
I DO NOT WANT UPSIDE DOWN HALF-SLABS TO ONCE AGAIN PREVENT MOB SPAWNING. THAT WAS MERELY A WAY TO COPE WITH THE ISSUE. WHAT I WOULD LIKE TO SEE IS SLIME SPAWN HEIGHT REDUCED BACK DOWN TO MAYBE 16.

But let's discuss this a little more light-heartedly, yes? I did misinterpret what you said about 'must'. However, you do realize 'must' is a strong word, right?
So let me answer the list again, this time, with a teensy bit more understanding.
1. It would balance the exact same way. Still underground, still the same risk.
2. If you want a suggestion that isn't too far out there, try this: Light up the caves and everything else anywhere near where you are. Slimes will be tempted to spawn there, rather than your home. Reasonable, yes?
3. This time you misunderstand. I didn't say they built it. But hostile mobs spawn underground, that is a mechanic of the game that will not change.
4. You still haven't posted anything remotely constructive for why they should reduce the slime spawn limit. Yes, YOU have a problem with them, but YOU aren't important. Still haven't got over the 'center of the universe' thing. Post reasons why they should reduce the slime spawn height that are relevant to EVERYONE. Or hey, post ACTUAL suggestions. Like, for instance: Make crops not be trampled by mobs. Work on the slime sounds. Stuff like that, that doesn't reference YOU. Reducing the slime spawn height doesn't just affect you, it makes slimes even rarer, and we all know how well that went.
...but that's just like, my opinion, man.
