I hate the damn things as well, but time and time again has shown that going on these forums without a idea that everyone likes, won't get it fixed. Just keep on going and adjusting.
Realistically. Most people should have bases underground near bedrock above the void (Hate the stupid void) as you will run into diamonds, mineshafts, dungeons, and more while making the base bigger. Making above ground bases before the underground is developed is poor planning. The thing is that you have to mine near bedrock, you don't gain anything shoveling dirt to terraform the surface. And many surface dwellers make houses out of wood that quickly burns or has poor creeper blast resistence.
You already have a strip mine, just remove a few of the walls and rooms. You even get the added advantage of near unlimed lava for cobblestone cooking with iron buckets. That stone can be used to make stone bricks which have a very high blast resist. You can find free underground mob spawners, don't need to worry about the time of day. You especially don't have to worry about running up 60 or so levels to the surface with zero hunger bar ticking down health.
People that build like this (A smart way) may have great deals of problems with slimes.
Wrong. This issue started a long time ago, when the slime spawn height was changed from max of 16 to max of 40. However, half-slabs in the high position worked to control them. That was an adaption. HOWEVER, now that that adaption no longer works, there is little you can do. And let me tell you something: Regular mobs you can prevent from spawning. Slimes? IMPOSSIBLE. All of the solutions you have suggested I cannot do.
To use your own expression, Wrong. You can do all of the suggestions here, except perhaps changing the server seed. You just won't.
You can build your base somewhere else. Either at a higher elevation or on chunks that slimes don't spawn. Sadly, you will have to travel for 10-15 extra seconds to get to your end portal. I guess that's too long.
You can change your floor. You just aren't willing to.
Think about it - the only person your stubborness is effecting is you. The only person suffering for the lack of your adaptation is you. You do have options to make a base you're happy with. If you don't want to use them, well it's literally just your loss.
Try getting some perspective. Do you realize that moving the slime spawn down would render many people's slime farms ineffective? So they should suck it up and move their structures, but you shouldn't have to?
Meh. I"ll be perfectly honest: I doubt this will get fixed, and I am getting quite a bit of resistance of the community. So... this thread is hereby to be ABANDONED.

lol.. There is nothing to fix. They changed the spawn height. The change the way upper slabs work. Nothing is broken thus cannot be fixed.

Anyway, a small search of the wiki provided some helpful hints in regards to the problem the OPer is having with their game. (Yeah, that's right they have their own version of the game that they like to play their way, not yours...)
From the section on spawning we get this:

Each individual spawn attempt succeeds only if all of the following conditions are met:
There must be no players and no player spawn points within a 24 block distance (spherical) of the spawning block
the spawning block must be in a chunk eligible to spawn slimes (see the Slime page for details)
the spawning block must be below level 40
for medium and large slimes, the difficulty must not be set to peaceful
Check out bullet point 2 and the last in this one. I have not tested either, but maybe you can keep your floor and all you have to do is fill underneath the floor with a shallow pool?

I am not sure what block counts as the "spawning block". If it is the 'air block, that is above the floor, or the actual floor block itself.
This means all the difference in application...

The second bullet (applicable) says to check the slime page:
Like any hostile mob, slimes will not spawn within 24 meters (spherical) of any player. Similarly, slimes will despawn after some time if no player is within 32 meters, and despawn instantly if no player is within 128 meters.
This got me thinking about "sentry" entities that a player could craft.
They could work as a "AI Player". Keeping monsters from spawning in this instance. Or redstone powered chunks loaded in another.
(How's that for fixing?) Might suck, but at least I tried!
