Well, it is official. There will be no Minecraft Modding API for 1.3, as mentioned in the snapshot post for 12w27a. The link is here, since it isn't on the front page of MCF yet. This is a sad, sad day for modders everywhere. Happily, they mention 1.4 for the Modding API.
Don't expect it in 1.4 either since Mojang are delaying all of the performance issue fixes from 1.3 to 1.4. So expect a lot more excuses, delays and incompetence.
And all the idiots who said that 1.3 would be perfect and bug free can now forever shut the F up. We don't need blind fanboys spewing their stupidity in every topic.

It wasn't announced in an official capacity (IE, on the site itself) until today. It was announced on Twitter that it "probably wouldn't be in" a month or more ago.

The Mod API being on 1.4 had been announced on twitter at least a month ago.
I doubt it will even be in 1.4.. Maybe some rudimentary things might be in there.. Given a recent chat between mojang and moders, it's probably going to be 6-9+ months for the mod api.

They're delaying the performance issue fixes for people with Fred Flintstone specials, aka single core CPUs that were relevant back in 2005. The findings have been that people with newer machines are seeing an increase in FPS.
Delays happen, in any type of project, from software development to getting a new toilet installed. That's life, that's the real world. You just have to suck it up and carry on.
