Considering the few thing that had been shown of the Sky dimension (i.e. the short period of time where it was present in the code before the official release), the Sky dimension was mostly the normal overworld, with the same ressource, except as a bunch of floating islands. Adding this would have been pointless. A floating island map type (or biome ?) would be cool, but adding a whole dimension that is mostly identical to the overworld, no.
In contrast, the "philosophy" behind the Nether and the End is the complete opposite. The Nether is 1) a source of materials for potions and eyes of the ender and 2) a method of fast transportation. The Nether adds new things that can be used in the Overworld, the End is... welll... the boss room of the stronghold. Both, however, are dramaticaly different from the overworld in apparence, ressource and mobs while being an extension of it.
If an official Sky dimension was added, it should be a completely different place and have an actual function in relation to the overworld. Though, I admit that the Nether had no use for a while...
A dimension filled with actually (and unfairly) hard mobs that pretty much require enchanted diamond armor and tools and potions would calm down those who constantly complain that minecraft is too easy. Something unlocked after beating the enderdragon maybe. However, right now, Mojang has far more important things to deal with, like improving multiplayer, making the mod API, actually making the overworld feature that had been promised (like trading).
It's a ****ing arena, for gods sake! Stop wanting it to be something it was never supposed to be and finally start judging it as what it is:
AN ARENA, WHICH SHOULD SERVE AS ISOLATED AREA FOR A BOSSFIGHT!
And in that regards, the End is done perfectly fine and only those complain, who don't understand it.
caps much? if its an arena the boss should at least be hard but no the ender dragon is a joke along with everything in it end stone is worth nothing im not saying make tools out of it but they aren't a very nice aesthetic block or useful in anyway and the xp isn't worth much in the end(no pun intended) an entire dimension wasted on a fight that isn't very much worth it don't say i don't understand like my opinion it automatically wrong i mean there is little use to the end besides those farms for pearls Jesus the nether is more useful but yet both dimensions are just there cause they can be i mean potions are great and all but the nether is just very empty and the end is even worse with a mob that spawns in the overworld the only thing that might make me go to the end is that one time boss which after you kill it makes the end useless and i don't even kill it cause its fun i kill it cause i need the xp and its not even fun fighting it not challenging either you can go with just a bow and some arrows and win the end needs to be worked on along with the nether

The only reason the ender dragon is pathetic is because of a bug. It's been fixed in a snapshot, I believe. He won't be so easy to beat when he can actually hurt you. Fixing it so that snowballs can't destroy the crystals would help too. Whether or not it lives up to it, the End is intended to be a boss arena, and Mojang doesn't need to waste any more time developing it. The Nether is supposed to the useful dimension.
It doesn't have to be a biome. A world generator option like flatlands would be fine. They can be constrained to the standard height limit with drops into the void instead of land below.
It can't cause any lag if it's not loaded. Having a player in another dimension is no different than having a player far away from the others (which you can't really prevent.)

Indeed, with the newer changes to Minecraft coming up, and the already existing changes to FML (Forge ModLoader) [Thanks ScottKillen and cpw!] Adding new World-Types is now an 'easy' thing to do.
And aside from that and various mods that bring back skylands, GravityCraft/MineUp for 1.2.5 will be going Live soon and will allow you to have them back as well, and more.

i still think the dimensions can be used for more than they currently are being used for since none of them are really worth going to for anything but when i heard that they fixed the ender dragon bug i was happy to know but its still not really challenging like i said its really easy to defeat it regardless i shall use my mods to enhance the ender dragon to be tougher than it is and other mods to expand the dimensions too i mean that's what mods are for right

oh my god what do you people not get about something being a prototype!? There was a reason that the pictures shown were Prototypes, and there is a reason that the protoype wasnt added into the game, because it wasnt finished!
so will you idiots stop acting like it was just going to be the overworld in island form because if it was just that Notch would have done it when he had the coding, but he didnt because it wasnt finished and was most likely going to be like the Nether and made up of unique non overworld blocks and have unique mobs.

Well, I've been using mods for Skylands for so long, this news isn't a huge issue for me.
With the modding API coming soon, I'm really starting to not care about what features they will or will not add to Vanilla.
