It WILL be coming out in August 1st. I mean, what else is there to do in 1.3? I about 90% sure that they fixed majority of the bugs, and they put WAY too much stuff in 1.3 already. So Im pretty sure its coming in August 1st.

1.4 snapshots will focus on the (early) optimization of the merge (late) will focus on adding and optimizing the mod api

I think the guys get bored doing what should be done (bugs/merge), and resonably take a break to add new things... so along with bug squishing from the merge, hopefully a mod API, I expect there will be a pile of new stuff in 1.4.
I mean look at all the new things in the snapshots for 1.3... I wouldn't want to have to code on the merge, that has to be a pain... but yet still lots of new "I'm bored fixing merge bugs... let's add ______, that will be fun!" stuff.

From what I've heard 1.4 is mainly a re-write of the code, and an overhaul of the graphic engine. Right now the server and client have a lot of redundancy issues, but after they should work in perfect tandem.
This will fix all the bugs the merge brought to single player (hopefully).
I hope that this re-write will also let them build the API into the game from the ground up, but just some basic functionality will suffice.
You might think this is a lot of work but really it isn't (really it is though). They aren't re-inventing the wheel, just perfecting it. If the API is baked into 1.4 then after that you can expect a more content faster in future updates. If not then we'll probably get a similar sized feature list to 1.3's update, since they enjoy adding content and often have plenty of ideas waiting to surface.
This is assuming that the API is actually what Mojang ends up using to add future content as well once it's finished.
So I think 1.3 will be out exactly when it should be. Aug 1st
1.4 will might take as long as 1.3 but I expect it to take less. Oct 31st (nether update?)
