This is pure speculation, but since there are three different plant sizes and colors on that tree, my best guess is that whenever a jungle sapling grows into a tree, it has a chance to spawn one or more of those small green cocoa plant pods. Smashing those pods might give seeds that would grow other small green pods on other jungle trees. Over time those would grow into the brown pod and then the even bigger brown pod, which then would release cocoa beans when broken.
I doubt much of that will be true come Thursday, but I'm sure it will be some variation thereof. Maybe seeds dropped by jungle tree leaves, maybe no seeds at all, who knows? But they do look fairly farmable.
It's no different than flowers. Flowers are just dyes.

I'm just worried about why are they giving Cocoa Beans their own plant now? They really don't do much other then Cookies.
It's not really a use worth venturing around an abandoned shaft and being useless after getting 15 of them. Snow golems are not useful at all, helmets block vision, jack o' lanterns aren't as good as glowstone, and iron golems aren't worth using iron blocks.

Yeah, and iron armor is a waste of iron, diamond sword is a waste of diamond because I can kill mobs with my hands..
Many things are useful when you want that little extra. I've lived off of cookies a couple of times, I think it would be fun.
The one good things about cookies is they have the lowest hunger meter in the game. Only half a hunger bar. Which is useful if you want small amounts of food for some reason.
Well, melons sprout like nuts and it becomes downright annoying to eat a cookie every 5 seconds, not to mention your meter has to be at below 90% to lose regen. I still would love to make cookies casually though.
Edit: cookies would be the 'beginning game' version of melons just like apples are to golden apples.
I can understand why people don't like the idea of smashing a whole jungle for cocoas, but I really think those plants look weird (very ugly and off) A nice agreement would be to make leaves blocks that contain cocoas looks different. THAT, in my opinion, would be perfect!
Edit: I would like to see Jungle Leaves Blocks with 2-3 little brown dots on them when they contains Cocoa Beans. But I guess it would have a different ID than actual leaves.

With how quickly sugarcane grows, that wouldn't be too big a hassle. Still, if that were to happen I'd hope the satiation for cookies would increase by a bit, as well. Or at least replenish one hunger bar.

That's actually a cool idea. But they have no sugar in them in this game.
i love cookies. they may only restore a half-chunk of meat on the hunger bar, but theyre COOKIES. the original omnom food.
Hey, not everything needs a multitude of uses. Cocoa beans making a foodstuff and dyes isn't the worst we could have asked for.

I personnaly don't like the new Book recipe (Which is still ok, I guess), but It would make more sense to make cookies with sugar. You are right.
