I just finished reading the changelog, and it seems fine. However, there are 2 things listed that I don't quite understand.
1: "Placing blocks on Grass will replace it."
What does this mean? Does it mean that placing a block on top of a grass block will change the grass block instantly to dirt? Could someone elaborate?
2: "Due to popular demand, Seed info is now "0" in SMP to avoid people recreating the world in SSP."
I don't quite understand the purpose of this. Has this been a problem/bug/exploit recently?
I would be very appreciative if someone could explain these things to me. If they are unknown, what are some likely speculations? Thanks.

I'm not certain, but I think this relates to long grass. Previously you would have to break the long grass to build on it or have blocks floating above, and was quite annoying when you were trying to build anything on grasslands.

It allows people to make the world locally, fly around in creative, or use Xray and other things to locate large caves, diamonds, or other things which might give them an advantage (or perceived advantage) on certain servers.
I am Living in an NPC village in a desert biome. It is adjacent to a jungle and forest biome as well as a river. I am not sure if it is intentional but I put some dirt blocks over sand blocks for my sheep to regenerate there wool. The grass has not grown on the blocks. Is there a reason why?

Grass needs to spread from a touching grass block, you will need to make a connecting path of dirt to some nearby grass..
