Disc 12 is the intro song from snapshot 1.17 (21w07a) onwards. listen well and turn up the volume may be that disc 12 that is missing.
I don't know what disc 12 is, but more music discs for the jukebox would be interesting.
Perhaps having extra music discs for creative music in survival would be done in the future, not just the intro music.
