To download the other ones you need to make a folder in the versions folder for minecraft and put the client and JSON file for the versions in there. They all need to be named the same aside from file extensions. Once you do that, you will be able to choose that version when making a new profile with the minecraft launcher.
I don't remember having this issue myself in singleplayer, can't say for multiplayer though or if maybe you need to be an operator to access it (as I come across mods on snapshots and use this for biome/structure mods a lot) but I could be wrong.

Edit: The problem was caused because I had sendCommandFeedack off. I still think that commands that reply their only output (like /locate and /seed) should do so even with sendCommandFeedback off.

That would make sense!
Perhaps that would still be worth writing a bug report about, if it hasn't already been done.

Basically as the title says. I've tried using /locate in 20w22a and it hasn't returned anything. Is anyone else having this problem?
My suggestions: Enhancements - Throwable Fire Charges - On Phantoms and Elytra. Also check out The Minecraftian Language. This signature is not here to waste your space.
Report bugs to Mojang.
What did you try to locate?

Just testing.
That's not a bug as per definition of a bug. It's a suggestion and should be brought up here: feedback.minecraft.net
