I started a 1.16 survival world, and I couldn't find any nether wart. I spawned in a nether waste and found many patches of soul sand within it (usually where nether wart spawns), but not one piece of nether wart. I know that it can spawn in bastions now, but I wouldn't think that as justification for removing the natural spawning. Piglins barter for nether wart blocks, but those can't be crafted back into nether wart for some reason.

To download the other ones you need to make a folder in the versions folder for minecraft and put the client and JSON file for the versions in there. They all need to be named the same aside from file extensions. Once you do that, you will be able to choose that version when making a new profile with the minecraft launcher.
Yeah, nether wart only spawns in structures. It does not spawn anywhere in the wild except in block forms as part of the crimson forest trees. However, these blocks cannot be crafted back into nether wart, so they don't really help.
