I loaded the snapshot on one of my pre-1.16 worlds, and the new, improved nether didn’t spawn (I knew it wouldn’t anyway, just like when consoles got the nether fortress update many years ago)I have the waste-land biome but is there a way to generate the new biomes?
You can probably just delete the dim-1 folder, but that might/might not mess with fortresses so that when they regenerate you end up with empty chests because the game still thinks they've been explored already (I'm unclear if this has been changed, so I'm probably wrong).
Without any file deletion, the only way to get the new biomes is to generate new chunks.

So if I delete the file will I generate an entirely new nether dimension or just overlap it?
if you delete the dim-1 folder the nether you had will be gone, when you next enter the nether it will generate a brand new one.
if you don't want to loos what you already have you would need to explore further than you previously had to generate new chunks, but due to the changes the seems between the new and old may be messy, and if you explored alot already you will have to travel far to get new chunks

I actually found a warped forest and placed a portal in it so I can travel through it in the overworld.

This is no longer an issue since 1.13 because the game now saves structures to the chunks they are located in, and otherwise you can delete the "Fortress.dat" file in the "world\data" folder (this might still be required if you upgrade a world straight from 1.12.2 or earlier to 1.16 as the game will convert the old structure files to the new format).
This also applies to other structures in other dimensions, making it much easier to trim chunks without worrying about breaking e.g. mob farms based on witch huts (the entire reason they added saving of structures in 1.6.4 was so you could update to 1.7 and they would still properly spawn mobs, or eyes of ender would locate old strongholds; previously the game simply used the world seed to regenerate them each time you loaded the chunks they are in (much as it did for biome data prior to 1.2).
The issues with chests and mobs that spawn as part of the structure (not natural spawns) is because for some reason the game records whether they were placed during world generation even though in most cases the checks seem unnecessary; I completely disabled structure saving for mineshafts as a fix for MC-33134 with no issues (this bug likely no longer affects 1.13+ if the game only loads what is within loaded region files, possibly unless you explore a large area in one session since even before 1.6.4 the game would keep every structure in every chunk ever loaded in memory (if not in a memory inefficient NBT format, in addition to the actual structure object), hence I added a garbage collector that periodically removes structures more than a certain distance away from any player).

i haven't really explored too much of the nether yet, so i am not worried about the new biomes.
I am wondering, however, if the piglins will spawn everywhere instead of just new chunks.
