Did the breeding mechanics change in 1.15.1? Friend of mine just set up a 1.15.1 server running paper.
I can't get villagers to breed. I went to a village, added 4 more beds. Added 4 workstations, in this case composters. Fed the villagers some bread and the love hearts appear. After some seconds the lightning (or whatever it is supposed to be) appears thus no breeding.
Next I took two diffrent villagers to a island 150 blocks further. Lit up the whole island. Build shelter, gave them 4 beds and 2 composters. They have 4 crops plantations of 5 by 5 blocks. They sleep at night, work during day. Right before work there is the usual chatting between the two. I fed.them a stack of potatoes and a stack of bread. Then again the harts and the lughtning, no babies.

I'm having the same issue... I moved/replaced all the beds and workstations, removed one of the bells and moved the other, added new workstations and beds, levelled up all the villagers and maxed out about half; several of them like me enough to offer discounts, so I can't be *too* unpopular...
Villagers only make children when there are empty beds, workstations can be added after they grow up. Lightning symbols indicate frustration, which only appears when a villager can't reach something it's trying to do or you hit one of them.

There are at least twice as many beds as villagers; I even built a "nursery" right off the gathering area, with double-doors facing the square (every night at least two or three villagers end up standing outside the back of their house, just on the opposite side of the wall from their bed, rather than walk around to the front door) and several new beds, and still got lightning clouds. Then when it got dark three of the villagers decided to bed down there for the night, so clearly the beds were registering on at least some level...
The beds being used doesn't necessarily mean they are counted for breeding purposes.
Last I messed around with villager breeding I found that beds with glass blocks directly above them, for instance, were slept in but no breeding occurred until the glass was removed. (Somebody expressed it as "the babies need to be able to bounce on the beds".)
I am too lazy to mess around with building a village, I wouldn't even bother messing around with villagers at all if it weren't the only reasonable way to get Mending. My village breeders tend to be just a single large room, my last one was a gutted ocean monument, with masses of beds and work stations, so I've never had any problems with the villagers notoriously bad pathfinding.

When I got hearts followed by storm clouds despite this, I added a barracks with 15 beds & 3-block high ceilings (overkill, I thought, but better safe than sorry). The barracks is very close to the bell and the villagers sleep in its beds. Still getting storm clouds. So I put half the beds outdoors so they'd have zero obstruction. Still storm clouds.
I went away and came back. Suddenly, there's a villager I hadn't seen before (not a baby -- a full-grown, employed adult), making 3 total. So I used the sand method to "safely" kill one of the original two villagers (a Nitwit) so that I would have room for a useful third villager. Tried to breed them... Hearts, then storm clouds.
This was an entirely new world created when 1.15.1 came out, so we shouldn't be affected by any bugs/glitches related to mixing old and new versions. But it seems clear that this has to be a bug.
I’m having the same problem. my villagers are on a mushroom island with no spawner anywhere nearby. everything’s lit up, there are plenty of beds with at least 2 blocks of clearance, 2/3 of the villagers are farmers and I set up a patch of farmland for them with carrots, I even dug a little chimney for sky access (I have them in a cave). really frustrating!

Finally got my villagers breeding by just putting some beds out in the open - the "nursery" ceiling is five blocks above the beds, and even after i removed the doors i was getting storm clouds. Every two or three days I pick up the beds forcing the villagers to claim the beds that are actually in houses, then i put the outdoor beds back to trigger the next round of breeding. Kind of kludgey, and villagers outside at night always makes me nervous even though the village is reasonably secure, but at least it's working...
As I reported in another thread I had the same problem with some of my villages (game updated from 1.14 to 1.15). There were tons of houses with beds and the villagers were all well-fed, but they wouldn’t breed. In one village I raised the ceilings of the game-generated houses to 4 blocks so that even grown villagers could jump in the beds, but that made no difference. I built huge barracks with rows of beds, but at first observed no change. In each of these villages the population suddenly exploded and I don’t know why. I spent a lot of time in each village building huge staircases to upper levels, transporting wandering villagers back to the town center in a boat, securing cliff edges overlooking the village with fences so that no villager, golem or mob could drop down from above, building huge farms with every crop and placing beds outside for villagers who wouldn’t enter a house at night. I created very many farms because I wanted food to give to the villagers. I did so many things but don’t know if any particular action flipped the switch or if the villagers just needed more time to get acquainted. In any case the villagers started breeding like rabbits and they are using both barracks beds and beds in individual houses. I have only one more desert village with a tiny population and plan to go back and see if I can fix that one too.
My villager breeder works like a charm. Salient points: The two breeder villagerss are unemployed, They have 4 beds and no workstations. They are about 65 blocks from any employed villagers. I had to feed them about six stacks of carrots to get them started, and when they run down, I hurl more carrots at them (at least 6 stacks but they can take more, I think). I only ever give them one kind of food (always carrots). My 2 breeders are in a single block space, and I have noticed that only one of the villagers ever picks up the carrots. I don't have any trouble with them.
I used a design that I got from ImpulseSV, but without the big carrot farm part. I feed them myself. The babies fall into a water stream that runs to a holding area, and from there, I pick them up with a minecart and scoot them into where I want them in the trading hall. I have not had to pick up and re-place the beds, so that bug seems to have been fixed.
