Reading the update on the latest 1.15 build I notice that it will be possible to use a gamerule command to prevent phantoms from spawning. Recently another gamerule was added to the game that turned off the pillager raids. Both of these features (phantoms and raids) were easily avoidable by in-game means (drinking milk and sleeping at night). They must be pretty unpopular for a game rule to be added to get rid of them altogether. Maybe the „enable cheats“ feature should be renamed to „enable advanced game configuration“ so people who don‘t like cheating can play the game they want without feeling guilty.
Personally I'm not concerned about people that would let the name of a feature make them feel guilty about using said feature. That group is likely so small they are irrelevant compared to most of the player base.
That said, I do have more of a problem with inaccurate names for things, and agree that your label for the function sounds better.

I think you are terribly misinformed. Patrol can spawn at your town and it starts killing your Villagers. And if you kill Patrol - Raid immediately starts, with no time for milk - at least this is what i expect to happen (because I rage quit). There is also a thread nearby where some player complains about constant spawn in Town.
So I rage quit after Patrol spawned and killed my Villagers and I couldn't do anything. Lucky game so bad now, that I backup every few hours, as there was like my 7th rage quits in last two weeks, since I returned to Minecraft. So I calmed down, returned, and next time I was ready with bucket of lava
But update forcing people to run around town with lava buckets to defend it, is really a pile of rubbish.
Quality of gameplay is terrible low now. This probably is what makes people explode with hate on any new feature like Raids. Towns are not working for like 8 years (is this really 8 years since I left Minecraft because of no fix to towns?). But instead of fix Mojang tries to get rid of any player that is not infantile enough to play "small knight defending good against bad" game.
Yesterday I rage quit after zombies spawned in well lit Town that I built for 2 weeks. And while fighting Zombies, Golem came and killed me. Game is unplayable and I am abandoning it. But, somewhat, in Notch times I never rage quit not ever once!
So it is natural, that players wants to defend their beloved game from next and next degradation. There is a need to disable any new bad "feature" just to defend game, hoping to preserve gameplay for year or two more, until Mojang totally change Minecraft in stinking dead body of previously wonderful game.
