I just started a new game in a plains biome and there are no sheep in the vicinity to make a bed so I dug into a small hill for the night. I burrowed down from y 63 to y 11 where I started to strip mine. At the end of my session I had found 21 iron and 27 Redstone, but not a single piece of coal. Just waiting for Forge to officially release for 1.13.x to remove unneeded mobs from 1.13, like Phantoms, from the game because, in my gameplay based opinion, they add nothing of value to the game.
Fun fact: Clicking a bed every 30 minutes doesn't make you a better player, it makes you one who clicks a bed every 30 minutes. Wouldn't you rather just mod them out of the game completely?
If you're willing to cheat to check, you can [in a copy of the world] use commands to replace all the coal ore with something distinctive and easily visible (glowstone or sea lanterns would be good choices) then go into spectator mode and check how much is actually in the relevant chunks…
[I'm not yet conversant with the new command syntax, but /fill <x1> <y1> <z1> <x2> <y2> <z2> minecraft:coal_ore 0 replace minecraft:glowstone seems a likely place to start… (The limit on the number of blocks per command may require multiple uses) ]

I recommend using this texture pack, works for me in the latest snapshot, and will let you see ores through blocks. Turn on the nightvision effect and you can check for certain.

The seed was 288097189, the snapshot was in the title.
After posting about my frustration, I did manage to find a normal amount of coal in one of the branches of my mine, so even if there is a glitch in part of the biome, it was a localized glitch. Nevertheless I have soured on this world and will start another.

You were just unlucky which probably had to do with how you dug down to level 11: the narrower the shaft dug downwards, the more likely you are to miss veins of ore on the way down. I dug down in a 2xwide spiral in an 8x8 box and ran into coal and iron ore around level 46 right around where the initial world spawn is.
I realize you already abandoned the world, but sometimes a different method of getting to bedrock can net getting coal ore on the way down easier. Your mileage may vary.

Thanks trizzet! Your advice will certainly spare me such frustration in future. I had indeed made a simple one block wide staircase all the eay down.
