Recently I heard that adding more firework stars to rockets causes them to do more damage and I haven't seen any talk about this so I decided to do a little testing.
Damage:
When a rocket has one star in it; it will do 6 damage (3 hearts) with a direct hit. An additional 2 damage (1 heart) is added for each additional star added to the rocket. The most stars that can be put into a single rocket is 7 which deals 18 damage (9 hearts) on a direct hit. Just remember that this means that rockets with 6 stars can't have flight duration levels of 2-3 and rockets with 7 stars can't even have a flight duration of 2. Here's a quick chart of all of this info as well.

3 - 10/5
4 - 12/6
5 - 14/7
6 - 16/8 [Can't have flight duration of 3]
7 - 18/9 [Can't have flight duration of 2 or 3]
Other notes:
The type of firework star does not affect damage done or damage radius so have fun with your ammo if you want.
There is damage fall off for the blast radius so try to get those valuable direct hits.
If an enemy is hit by multiple explosions from high damage rockets from a multi-shot crossbow, it will likely die in a single hit.
Rockets are unaffected by piercing.
Using multi-shot in a cave is a good way to hurt yourself so refrain from using multi-shot in caves unless you know what you're doing.
Quick Load is the most useful enchantment with rocket use.
The most efficient number of firework stars is 3-4 as most monsters are unarmored and only have 20 health/10 hearts.
For PvP you may want to max out your rocket's damage as your opponent will likely have armor on. Use 5-6 stars if you want more range though.
So what do you guys think? I personally really like this feature as it gives the game a second dedicated ranged weapon that has enough differences to not just be another bow.

RE utility:
Have not played with crossbows; the impression I get is that rockets have longer range and give an area effect, but are less accurate than quarrels ( crossbow arrows).
I don't see a great deal of use for the <3-star rockets as quarrels do 9 average / 11.5 max damage, but these may be useful as special purpose ammunition.
Given the above, I don't see rockets as supplanting quarrels (or quarrels, arrows), but more options for players is rarely bad.

WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
Rockets don't necessarily have more range but they travel in straight lines rather than in an arc so they can be used to hit higher targets more easily. They also don't travel as fast has normal munitions.
I tested each rocket type myself and can only see 2 damage for every heart. I shot myself and creatures multiple times to see if there was any damage variation; there is not. I believe that article is based on self damage from using rockets with the elytra.
Yeah, rockets definitely won't be replacing arrows, but they're good for hitting a group of targets and flying targets. Also loading a star with different effects can disorient players, perhaps even cause them to lag due to particle rendering.
Sounds like a good addition to me! Of course, rarity =/= balance, but still, cool enough to be worth the OP-ness problems, just like crossbows in general.
Crossbows are not OP because they have no real answer to armor the way bows do. A power 5 bow does 23-25 damage while a maxed out rocket does 18. Even if the rockets can be rapid fired with quick-load; maxed out rockets are short ranged and are slower projectiles.

I was joking, I understand why crossbows aren't OP now. Please lighten up a little.
I usually have a shield in my offhand, and I swap it out for damage-rockets temporarily when using my crossbow. I play on a realm with spectator enabled and so I toggle between survival and spectator to view builds and such. Sometimes when I toggle game mode using F3 + N my firework rockets in the top left most inventory space swap places with my shield in my offhand. I don't know what key combination does this but I really would like to.
Note: my fireworks swap from the top-left inventory space to my offhand while I am not in my inventory.
Note: I have tried several key combinations while empty handed and while holding my crossbow. I'm not sure if this affects it.
