I have killed a illager with a banner and now have it. I do not think I am ready to face off an army of illagers so how long does it last before I can safely return to the village?

It was 30 seconds the last time I checked. It's harder to check now, though, as patrols are a lot less common, and I'm not sure how to spawn one. The wiki doesn't say, unfortunately.
You should be able to tell how long it lasts by opening your inventory, though, like any other status effect.
Nvrmind, I think it lasts indefinitely until you walk into a village to start the raid, when I saw the timer, it didn't give a time, it just said "**:**".
But I did manage to find a village and turns out I was ready for the fight, I successfully defended the village.

Ah good! I honestly thought that 30 seconds was ridiculous.
It might not be indefinite, it might just be longer than 99 minutes. If it were me, I'd make it several Minecraft days, maybe even a whole month. That'd be 160 minutes.
I could see the milk industry bribing Mojang to keep it in! "Milk: It cures supernatural curses!"
I've been thinking for a while that instead of milk itself curing potion effects, it should be used as an ingredient for an antidote potion.
I suggested a milk potion a while back to do exactly that, but now it seems sort of redundant looking back.
And yes, Bad Omen lasts forever now. Which means either you drink milk like a cheat or you don't fight the patrol captain like a coward. No good options there. After all, the captain will kill all the villagers or kill you if you do nothing, so it's really a Hobson's choice. Kinda seems like Mojang is discouraging players from relying on villages too much (mooching off them without securing them).

You could kill the patrol leader with a lava bucket or flint and steel, that shouldn't count for Bad Omen. Or push him off a cliff. Or even just into a hole he can't get out of. Suffocation would work too.

Every game has its share of exploits, especially if it's built to be both sandbox and adventure like Minecraft. But if we want to play by Mojang's rules (which is adventure-style as far as raids are concerned, it seems), then we can tell them we want the rules to be fair.

Yup, a Raid-in-progress, work-in-progress, are their design, so far in Snapshots, congrat's.

How did you successfully take out the beast?
Yeah, I really can't see a way to deal with the Illager Patrol, Patrol captain "getting-killed" (a "necessary evil," perhaps), and-then Raid (as-"Revenge," I suppose, with the Patrol as kind-of a "Warning," essentially of such ahead of time) dynamic. OTHER, than Protecting a given Village /Villagers at-least minimally.
Pre-emptively (to be reliable-enough). So: Torches inside (for Zombies, too), close-off Door accesses (can't find confirmation that "Pillagers 'Break' down Doors," somebody wrote here only in Forum, but not-on Wiki (and didn't see this in Snapshots, including on Hard Mode) - again, this helps keep Zombies for-sure from attacking-through diagonals (which are natural to the Tower buildings, in regular Villages, By The Way, by the fronts), dunno about Pillager arrows (though again, haven't seen them fire-Through such corners, before in Snapshots so if their arrows are stopped, no damage) - and think about Walls outside; ideally these would be put in just the right places to prevent the-referenced Beasts from Trampling, Crops.
After Torching the Roofs, too, right? you did think about that?? Heh (and maybe deal-with Liquids-and-pits if trying to keep Iron Golems freely-moving and - "mechanically? - alive").
Also build a tower (or series of towers) to hide in that you can shoot down from. Build the tower before hand so that when you do get the bad omen effect, you will have a defensive structure ready.
The thing is that the beast is the only mob that cannot be defeated by melee, which makes it much harder than the other illagers. If you charge any of the others, even vindicators, you can take them down before they can do much damage. Beasts are built like tanks and can also have pillagers on top. You don't stand a chance fighting them early game.
Do raids only spawn outside village bounds or anywhere?

Just waiting for Forge to officially release for 1.13.x to remove unneeded mobs from 1.13, like Phantoms, from the game because, in my gameplay based opinion, they add nothing of value to the game.
Fun fact: Clicking a bed every 30 minutes doesn't make you a better player, it makes you one who clicks a bed every 30 minutes. Wouldn't you rather just mod them out of the game completely?
I don't know but when I faced my raid they came from the outside of the village borders. I think you can wall off a village to prevent raids. Someone please double check this for me...

I hope they make it to where they always spawn outside the village, that would be really annoying to set up all those walls only to see that they don't do anything to stop pillagers.

FYI it is not indefinite. I have gotten the bad omen multiple times then AFK'd for a few hours and when i've come back it's gone. I haven't done any real testing to find out how long it does last, but i know it does eventually go away on it's own.

I believe It's 30 seconds although all I have to base that on is post #12 from here: https://www.minecraftforum.net/forums/minecraft-java-edition/recent-updates-and-snapshots/2937399-nether-and-end-villages-confirmed

Also, you can apparently get rid of Bad Omen with milk, which I hope gets changed.
I do, too. I can see the situation now...
"Sir, he murdered ten people. Should we book him?"
"Nah, he drank milk, he's cool."
Stay fluffy~

The beast did not spawn, but I would suggest using a bow with max power enchantment, and arrows of harming with max effect.

They can spawn anywhere in or near the village, but they spawn closer as the number of levels of bad omen/waves increases.
Source: my experience playing the latest snapshot.
