I am guessing later this month, or possibly in June. The last two snapshots have been full of bug fixes instead of features, which usually means they are making sure everything's stable for the full release. Can't wait!
Soon, I hope. I'm in the mood to start a brand new world from scratch, but I really want to wait for 1.13 so I don't waste time on a world that will become obsolete in a month.
There may be other terrain generation bugs still pending I've missed, but those two are the ones I'm currently aware of that stop me from doing a map wipe on our server.
This link will show you what current bugs are outstanding by the last one created. Keep in mind the bugs in the last week or so are likely duplicate bugs made by people who didn't do their homework to see those bugs are already in the tracker, the "bug" is really "works as intended", or the bug is "invalid/ incomplete" because "MY STUFF DOESN'T WORK" isn't a very useful bug report. Look through those, see which bugs are important to YOU. Get an account, vote and watch those bugs. You'll get an email as those bugs are worked through to some resolution. When the "show stopper" bug are fixed, things are getting closer than they were.
The two "show stopper" bugs listed at the top of this post have been there a LONG time. How long will it take them to fix it? I've no idea, but I hope they don't "just release" 1.13 in this condition. People will scream in agony over the adjusted ore spawn rates. It is *REALLY* tough and not much fun trying to get ore currently. And just imagine the reaction to people finding End City after End City where they have back half of an End Ship... but no elytra or dragon head. Ever. And it's been like this at least since February.
So beware what you ask for... you might get it. ;-) ¯\_(ツ)_/¯

Don't forget custom world option is removed in snapshots.
Some players would not be pleased if they release 1.13 without custom world option.
Weird! There is a bug that let me do multiple "likes" on your message. I'll "report" myself, as it is something that ought to be looked at.
Yeah, I can see that. In fact, that's the first thing I looked for when trying to "correct" ore spawn rates. The second was making a custom world in 1.12 to find out Snapshot won't accept it. I think we could make a list of "game stopper" bugs that really need fixed before Mojang moves to a release. That may indicate how close we are actually getting.
EDIT: The "like" count reset, but I was still able to add more to the above message. I'm guessing I'm the only one who can see it, and it gets set correctly the next time the page is viewed. Weird... I recall it stopping for more than one press. I did "report" myself for doing so in hopes this is something easy enough to fix.

Still present in 18w20a. Same seed and location as listed in "How to reproduce" still has a cut off tower exactly as in 18w19b.
https://bugs.mojang.com/browse/MC-126373] status is listed as resolved, and some commentators have confirmed this for coal and iron, but there are reports lapis is still low as is nether quartz

WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
We map wiped already. We'll see how this goes for the moment If necessary, I can wipe The End and bring a hammer to either edit nbt to bring the dragon back or just respawn with End Crystals, depending on my players. "A man's gotta do what a man's gotta do," and I'm gonna do what my wife tells me to.
I think that when the version is released, the 1.12, it will be 1 year, I think that between June 24 and August 1 would be the indicated date. The prereleases are still missing, but at 1.13 there is very little left.
I know they are still in snapshots. So what I'm wondering is just when do they plan to release the official version?

As my Dad use to say
The answer to your question is no-one really knows.. it'll be released when Mojang believe it is ready
As far as doing a map wipe, be aware of the following two bugs:
https://bugs.mojang.com/browse/MC-126373 "Density of nether and overworld ore veins significantly lower in 18w versions"
https://bugs.mojang.com/browse/MC-125615 "Some end cities don't generate completely"
