They never promised that. It took Mojang over a year to develop 1.9. It was due to this update that 2015 was the first year in which we didn't get a major Minecraft update. I'm pretty sure they wouldn't throw all of that time and effort away just to revert back to the previous PvP system because parts of the community haven't grown accustomed to it yet.

That's why I never left 1.7.10, the new features are irrelevant and expendable. I'd rather have support for a bajillion mods than have a version where some colored block are "the great new thing"

It's what texture pack should've been from the beginning. Now that they made a proper resource pack system, they call that the plugin API, as if they want to always be a step behind.

Jeb did at one point say there was a time along development he considered reverting it, but later decided with reassurance it would not be changed again later.
I'm still waiting for varied terrain and more unique mobs. Now that they are with Microsoft you would think that they would have teams working on the Nether and The End dimensions in order to bring more content to them and make them less barren but no, Mojang still has like 5 people working on the game and they are deliberately holding back features because they are afraid Minecraft won't be a simple block building game or something.
They also seem to ignore the community a lot and just add random stuff that take half a year to be made and is released unfinished only to be forgotten by the community.
the only changes of the 1.9 that i dont like are the nerf of golden apples(incluinding that the enchanted cant be crafted) and sharpness also that they make the axe of diamond/iron more useless in combat because they do same damage of a stone axe
My point: I think you're overlooking the massive customization options we already have in Minecraft so far. An API doesn't necessarily have to be a Java interface which usage is restricted to coding you know. API's come in many shapes and forms these days.

Depends on how you define that, they did infact add quite a few features based on commuit requests or mods, but I don't think they will change general update directions (for example, the combat update) based on the community, or at least not that often.
The best example for this is the highly controversial 1.9-pre change that made it impossible to attack unless your attack bar was fully charged. This was reverted almost immediately after a majority of the players experimenting with this new mechanic found it to be tedious to work with, and were unhappy with how it didn't discourage spam clicking, as spamming your mouse button wouldn't result in less DPS dealt.
Well, that was the exact reason why it was controversial, though, they have to disregard the requests of a part of the community quite often to get things done at all. There will always be the quite a few people complaining about whatever they put out next. (guess I worded my reply a little bit much wrong)
I personally am neutral to the combat changes, I think it does good as it does bad.

I think that if we are reverting back to 1.8 combat system then Shield have to go because those things will be OP in PvP so it best if we stay on 1.9 combat.

1.9+ is literally the worst update. Purely and simply because my favourite server will never update ever again.

how is 1.8 and 1.7 combat system is different?
Only difference is you can't block hit in 1.8, as far as I know.

At least it stops people from cheating in PvP by using auto-click.
Now it takes actual skill to kill someone, instead of practically breaking your mouse trying to hit your enemy.
