Lots of people in recent threads were talking about how much content 1.9 is actually adding, seeing as it's been a year and a half since the last update. What I would like to know is how much of 1.9 is the stuff that's already been announced (combat update, shields, dual wielding, ender update, roads, etc.). Is that all 1.9 is adding? Probably not, there's definitely a lot more. Do you think that's about half of 1.9's content? Or is it less, like 10-30%? This could be all the major things, and then we'll get some small stuff like new blocks. Or there could be an entirely new, major feature we don't know about. How much stuff is 1.9 really going to add?

Timeless Modding is kinda dead but idk what to put here now
I really hope that their only showing few details of 1.9, and whenever it comes out it will be a monumental update, for 1.8 honestly was not that big of an update for the time we waited for it, so I really, really hope that 1.9 will have more meat on it.

What do you mean? 1.8 was huge!!! Maybe you not a command block-type of Minecrafter, so all you got was some new blocks, but for the rest of us, it was massive.
As Dinnerbone announced that the QR (that said '1.9: The Combat Update') found in the April Fools' update was not a joke, the 1.9 update will be titled 'The Combat Update', so you probably imagine what is going to be added
- Mob Models will change within the NBT data.
- Subtitles will be added for deaf people.
- The current status effect are showed in the HUD, not just in the Inventory.
- A left dominant hand option will be added.
- Dual wielding will be added.
- Levitation effect, is received when the player is hit by the 'Shulker''s projectiles.
- Grass Paths will be added (they are 15 pixels long instead of the normal 16 pixel length, making it sightly deeper).
- 'Purple Blocks' (& Bricks), derived from the 'chorus' plant.
- End Stone Bricks.
- White Glowing Poles, which produce White particles.
- Chorus Fruits, obtained from the Chorus Plant.
- Chorus Flowers, seen at the top of the Chorus Plants.
- New arrows: the gold spectral arrow, that gives the player a glowing effect and highlights the victim; the arrows can be potion-tipped too.
- Shields will be added.
- End City Dungeon, where the Shulker mob is.
- An End Gateway portal, which appears after killing the Dragon.
- Shulker mob, which shoots projectiles and is found on the End City Dungeons.
Dinnerbone said that the update probably will be added around the 29th of July

I have no idea what any of this is. Is all of this available for vanilla Minecraft on PC? Am I behind times?

I can agree with you, I know that 1.8 added a lot of commands but Is not that good for survival purposes.
I wish there would be a ton more, but I seriously doubt it, considering the amount of stuff already released. This is still one of the biggest updates purely on the stuff released alone, so I wouldn't complain too much.
There were a few gameplay changes, like villager breeding removed and revamped trading, but not much else for survival.
The ocean monument? A new enchant, new potions. The enchanting (and repair) system was changed completely.
Slimeblocks.
There were much, much more. But I mainly mentioned some of the things that could change the gameplay, and villager breeding wasn't removed; merely changed.
EDIT
We may know must of the planned features, but snapshot time usually ends up being the developers having a good time and end up adding a lot of different features, just for the heck of it. I'm sure a lot of different things will be added from one snapshot to another.

Nope, this is the content that has been announced for the next update. Didn't you read the rest of the posts? Or the start of that post?

Before you even THINK about asking for crash help: Guide to fixing and avoiding crashes
Villager breeding wasn't removed, you just have to make them willing to breed then do the normal breeding process
