I agree with you, the quiver should definitely be added back in, at least for a snapshot or two. I did archery for almost a year, but I'm probably not very good now. A friend of mine has done it for almost four, though.
Lars Andersen shows the other way, holding arrows in your drawstring hand. Or 'off' hand. But he only uses three.
My suggestion would be that you could use the quiver, or put a limited amount of arrows in offhand.
Using a quiver means you just have ammo for a longer period of time, offhand meaning bursts of shots faster, but having to put them in the offhand slot again. Something like that.
So what? Quickly switching arrows from your hotbar is still better and easier than changing them around in your inventory.
So I'd rather use the second hand for something more useful than switching arrows. My hotbar consists of nine items. A sword, a bow, a pickaxe, food, and torches are five absolute necessities. That leaves four slots. Would I rather have several different kinds of arrows, or two potions, a stack of ender pearls, and a lava bucket to switch to my off-hand? And what will be in the off-hand to start with will probably be a shield. Arrows will play second fiddle every time. I'll stick the ones I need (for multiplayer, those'd probably be poison or harm) in the bottom-right corner of my inventory. Why would I need others? It's hard to hit yourself with the good ones.
Granted, you could use them with teammates, but at that point it's a different strategy entirely, one based around aiding your team rather than beating down an opponent. And it's not one that I think the majority would use. I think I'd rather have an extra slot for arrows that arrows alone can switch to.

I doubt they'd prevent bows from using arrows stored in your inventory, though that is a fairly good point.

That's interesting. Though it might be good if the bow was just in your hotbar as well as the off-hand. I might not use it, but this idea makes the bow more versatile without necessarily sacrificing the off-hand.
