Indeed, they have probably been around since achievements were added in Beta 1.5, if you mean the message that pops up in the upper-right when you get an achievement (or in this example, suggests to open your inventory, which will then be replaced with an "achievement get" message):
The only change that I could find for release 1.7 is the addition of chat messages for getting an achievement.
Been trying to find out what version I first played on, and I remember there being toasts, what version were these added in?

They were added with Minecraft 1.7 (for achievements)
With 1.12. also for guides and advancements
With 1.13 for recipes
