Everyone that has an account that has to be migrated will get a cape. Beyond that, dunno about any other capes in the works.
Migration is apparently already happening, but they are doing it batches. There will be a notification in the launcher that you have been migrated, Mojang is not going to send out emails or texts or posting on your social-media wall to tell you that it's happened so if you get any notification through these means it's probably a scam.
Also, if you still have a legacy account (an account made before 2013 that requires a username instead of email to login) you won't be able to migrate for now but you'll still be able to use it until they can be migrated.
As noted in the FAQ, you won't be migrated, you'll have to do that yourself.
You need a Microsoft account to migrate to (and I'd expect that privacy laws wouldn't allow them to just create one for you (and Microsoft would want you to agree to their terms of service)) and they wouldn't know if you already have one.
