The first part is easy to do; you can simply edit the "Overworld" preset to add ancient debris above bedrock (I also reduced the number of stone layers from 59 to 58 to keep the depth the same):
If you don't care about lakes at all you can just remove "lake,lava_lake". However, it is not possible to selectively disable tall grass or alter the frequency of trees, you can only get all or none, unless you change the biome and most if not all biomes will still have tall grass (I can't tell from the Wiki but older versions will generate some tall grass and the occasional tree in ocean biomes if there is land, and the code for 1.6.4 indicates that tall grass still attempts to generate in deserts. Of course, oceans will prevent you from having villages or passive mobs, while deserts will have no trees, only rabbits, and the grass will be yellow). Otherwise, you can use a water bucket to quickly clear tall grass; the frequency of trees in Plains is 5% per chunk (about one every 71x71 blocks), which shouldn't be much of a problem.

If you're using 1.16, you can use the new custom world creator and do what you want using the instructions provided here: https://minecraft.gamepedia.com/Custom. I'm not sure if world presets are still supported. A generator for it is available at https://misode.github.io/world/.
To download the other ones you need to make a folder in the versions folder for minecraft and put the client and JSON file for the versions in there. They all need to be named the same aside from file extensions. Once you do that, you will be able to choose that version when making a new profile with the minecraft launcher.
