So i've had a few issues with minecraft lately that my PC just wouldn't go higher than 60 FPS... It dipped and stutters a lot between 40-60FPS which was quite insane for me since i have a 1650, Which states in the benchmark that it could run it atleast 120 FPS.
The Fix:
Turn on Shaders, Any Pack doesn't matter
Turn off Shaders
Your Stutter/FPS problem is now fixed.
Idk why this works, but i stumbled upon this accidently. You have to do this everytime you restart minecraft.
Have you tested if it has to be just shaders or if it works with any resource packs?
I do something similar because Minecraft doesn't detect when I switch sound device, if I switch to my headphones Minecraft continues to send its sound to the speakers (and vice versa).
Since I don't like the new graphics since 1.14 so I use the Programmer Art texture pack to keep the old look, so, to get Minecraft to update its sound output I switch out the texture pack and then switch it back in again.

I didn't read your question correctly, No this only works with shaders. I've put tons of Resourcepacks on and it kept on being stuttery and laggy.
