Right now (in 1.15.2) there are 4 ways to get chickens. By spawning them with a chicken egg, by typing the "/summon chicken" command, by throwing eggs at the ground, which is pretty dumb, and by breeding them using seed. Which literally makes no sense because chickens are not mammals like cows, sheep & horses. You cannot breed parrots for that reason, why the hell can you breed chickens?
Chickens absolutely breed in a similar way to mammals, except that their egg is stored outside of the body after the act of breeding occurs. Also because gameplay is more important than realism. Allowing them to hatch from eggs is a fun little quirk that has existed for years now, and breeding with seeds keeps them consistent with other animal mobs.

There is no real reason except (maybe) that chickens are typical farm animals like sheep, cows and pigs. Realism isn't what drives the game (although contemporary problems seem to effect what's added to the game; ocean update and bees) instead it is mostly the idea: "What would make sense in the world of Minecraft?" and breeding the animals (that give important resources) together is one of those ideas.
I don‘t understand the objection to breeding chickens, since they are farm animals. Admittedly, breeding chickens and cows is my main source of XP, so I am prejudiced in favor of the ability to breed them.

You forgot about them spawning naturally, chicken jockeys spawning, as well as using a chicken spawn egg on a monster spawner.
It's for sake of ease and consistency with the other original mobs.
