Depending on the GPU you could easily run an older version, such as 1.6.4, which had vastly lower system requirements (not due to less features but due to the way Mojang has coded newer versions):

Note that 3 GB of RAM, approximately the most usable by a 32 bit OS, is more than enough (this was taken with the game running) especially if you allocate less memory - 1.6.4 only needs around 256 MB, even with mods (note the amount actually allocated, out of a maximum of 512 MB) albeit most mods are very badly coded (modern modded versions require upwards of 4-6 GB and even vanilla requires 1-2 GB, both of which do not include native memory outside of the JVM so it is probably impossible or difficult (prone to memory issues) to run 1.15 on a 32 bit OS).
Also, the type of GPU is more important than its specs; Minecraft generally runs better on NVIDIA than on AMD or Intel due to using OpenGL functions which are either only supported by NVIDIA or not supported as well (e.g.versions prior to 1.8 had an "Advanced OpenGL" setting which enabled hardware occlusion culling (using the GPU), which often gave a significant performance boost on NVIDIA but worsened performance on AMD and Intel; this was replaced with a software-based (using the CPU) implementation in 1.8; on my old computer I saw a 6-fold decrease in FPS between 1.6.4 and 1.8, from around 100 to 15-20 with massive stuttering, totally unplayable; my GPU was a GeForce 7600 GS, released in 2006).
