Your suspicions are correct. There is no way to do that Nether generation is locked to the same seed as Overworld generation.

If you aren't part of the solution, then you obviously weren't properly dissolved.
If you are willing to accept that you'll have a limited area to explore you can generate an area of the Nether (or any other dimension) in another seed and copy the region files over (Nether is DIM-1, End is DIM1, Overworld is region). Note that due to the 8:1 ratio between the Overworld and Nether a given area can effectively be larger (e.g. a 2048x2048 block Nether corresponds to a 16384x16384 Overworld). There may also be mods or plugins that let you use a different seed for each dimension although I don't know of any and haven't found any from a quick search (it is easily possible though; Spigot uses separate level.dat files for each dimension, though I don't know if each one stores its own seed, but this can be tested).
One way to generate a larger nether region map may be to open a world with the seed you want to use in creative mode, go into the nether and fly around to cover an extended area. Then swap out this DIM-1 map for the one in your overworld. Although if you extend past this area new chunks will be added using the true world seed it should be able to create quite a large altered zone easily.
I used this Creative mode method to locate some soul sand once in a world where I couldn't find any patches of it after many hours but did not switch out the DIM-1 file, just used as a mild cheat because of frustration.

I personally use Minecraft Land Generator for this, which is fully automated, mainly to get a large-scale view of modded worlds but I've also used it to pregenerate worlds (before I started making my own mods I used a mod which let you change the density of caves, which was for 1.5.2 but I played it in 1.6.2 by pregenerating a world):
(this is compatible with any version, vanilla or modded, since all it does is edit level.dat to change the world spawn point and runs the server, which automatically generates a 25x25 area of chunks around the spawn point, then it stops it and changes the spawn point, and so on)
Hey all -- I am assuming the answer to this is a hard no, but is there any way to change the seed for dimensional generation by dimension?
We are trying to see if we can swap our nether out for another one.
