If you are wondering how to change which version you play you can change that in the launcher.
Up at the top, click on "Installations" and you'll get a list of installations/profiles and can change version.
If you just want to play a single version you can just switch to that, otherwise you should create a new installation with a new file directory for each version since you will usually seriously mess up a world by opening it in an earlier version then the last time it was open.
If you want to make changes to a Minecraft world you'd want a world editor like World Edit, the latest version will probably work on worlds in earlier versions of Minecraft, otherwise you'd need to find an earlier version of the editing program.
