I presume you are generating these from the game menu?
What version are you playing?
I just started 2 Modified Badlands Plateau Buffet worlds and spawned on the surface, in 1.14.4
Seeds: "4550852085779544523" and "2503692263572131011" (without the ")
What you could do when that happens is to open the game to LAN, with cheats enabled, and switch to Spectator mode, fly up to the surface and switch back.
Open a text editor, or just use the url bar in your browser, type "/gamemode spectator" (without the "), mark it and do [Ctrl+-C to copy it to the clipboard.
As soon as you spawn, punch [Esc] to pause the game, choose [Open to LAN], make sure to choose [Allow Cheats: On] and click [Start LAN World].
As soon as you are back in game, and suffocating again, punch [T] to open the chat, [Ctrl-V], to put the "/gamemode spectator" in chat and [Enter] to switch to Spectator mode.
Fly up to the surface, switch back with "/gamemode survival" and close the game to turn off LAN mode to disable cheats again.

Or, if you're having trouble switching gamemodes fast enough to avoid dying, or just losing too much health, you can just wait until you die, choose to spectate the world, open to LAN (with cheats) and switch to survival (on the surface.)
