No. The DEFAULT temperature is 0.0, but it can changes INSIDE THE SAME BIOME, just like swamps do. That's why icebergs are part rainy part snowy. But I also find weird that water doesn't freeze or it doesn't snow in the entire frozen ocean biome, since it's frozen.
Does it snow? If so what height does it snow at?

If the Wiki is correct, Frozen Ocean has a temperature of 0.0
Odd that all the ocean variants apart from FO would have the same temperature.
I'm not absolutely certain that I've got the math right but I make it snowing above Y=218
Probably easiest to use creative mode, make it rain and fly up to see if/when it switches to snow.

Also, Frozen River should have snow.
Interestingly, and perhaps unfortunately, in the Frozen Ocean it snows on the ice and land but rains over the water.
Over the water it switches to snow above Y=100-106
