As long as they run the same version of Minecraft.
PC's and Mac's will run the Java edition.
Windows 10 will also run the Win-10 edition in case you want to be able to play with other players on Bedrock.
Then there's the Mobile edition (or something) for phones (and probably tablets.) Also Bedrock
But even though Mobile and Win-10 are both Bedrock and can play together, buying the game on one won't let you play it on another.
Then there's consoles with the PS4 edition, XBoxOne edition and the whatnot, some of those are Bedrock but, again I'm pretty sure that buying MC on one only lets you play it on that one.
And the Switch I believe has its own edition.

So as far as I know you can switch between PC and Mac without buying Minecraft again. (If you got the Java edition.)
And switch between different phones and tablets (unless one of them is Win-10 and not the other.)
But not between Java, PS4 , XBoxOne, Mobile, Switch and Win-10
Will I be able to buy Minecraft on a device and download it on another device?
Also, In the case of Java Minecraft you can only use an account on one device at a time.
I have Minecraft on my old desktop and my new desktop but I can't play on them both at the same time. Especially if they are both connected to the internet.

That's right, if I remember correctly when you log on on a second computer it disconnects you from the first, though it's been a LONG time since I tested it.
You can run several instances on the same PC though, at least in single player. (But I don't know any way to control both at the same time.)
Minecraft isn't based off a download but rather an account if you purchsed an account you could go anywhere and log onto any other computer and use your account still. But it will loig you out of any other computer your on
