Personally, I've been using Nodecraft for a few years, and their servers have been great. Very little to no downtime, clean dashboard, and great customer service. They also let you switch between different games such as Minecraft, CS:GO, and TF2 if that's something you may want to do every now and then. I know they're a bit more pricy than some other hosts, but I feel that the previously listed perks outweigh a few dollars in savings. I must admit, however, that I don't actually pay anything for my server (because I'm one of their partners), but their service is still great.
As for size, could you explain a little bit about what kind of server this will be? It's kind of hard to recommend the amount of RAM you need without knowing how the server will generally be used. How many people are going to be playing on it? Do you plan on using mods or plugins? If so, about how many?

There will be 15-20 people total using the server with few plugins as it will be majority Vanilla. Over time though, it will most likely need to handle a lot of builds and chunks being loaded in.
