I think functions will benefit the creators more because there are no character limits, and it might also be able to test out creations. On the other hand, one-command creations are much easier to install.

Assuming that functions are an extension to commands and not something intended to become a vanilla version of mods, then installing functions would be done exactly how installing mods is currently done. By far, most mods are written to be compatible with Forge and therefore to install those mods you literally just download a file and move it to the appropriate directory (ie, Mods) in Minecraft's folder. Modding is already wildly popular, so anything that follows that pattern that targets a slightly different demographic should catch on like wildfire once initial trust issues get hammered out.
