Tip: In any world, if you can't find an ocean monument, if you find one pumpkin you have infinite sea lanterns. I know what you're thinking- "But pumpkins don't make sea lanterns!" This way it does. My idea- use a Jack-O-Lantern. The lantern will light up underwater a good bit and the stem also looks like a bit of coral.
Yeah, it works, but we still don't get sea lanterns.

I don't understand the "I can't find an ocean monument" thingy. I've a hard time finding an ocean without a momument and often there's multiple in the same ocean, and it's not unlike they're close together either.
Most minecrafters are already aware that jack-o-lanters emit light & can be placed underwater, so can glowstone. Even calling them sea lantern 'replacements' is a bit misleading. 'Alternatives' would be a bit more accurate (sorry, I'm a bit of a pedant).

The title is misleading, and in the end it does not give you any sea lanterns, so I'm confused about this post.

My Survival Journal
In a pinch you could even use torches.
Place a block on the bottom, place a sign on the side of the block, dig a hole under the sign and place a torch in the hole.
Just testing.
