Most of the time i get 30 ms on a server (beat that) and rarely, sometimes 400 tops, but that high of an ms is only on 1 server at a time.... lately ive been getting as low as 2000 ms on EVERY server which can be a problem when my fav subject is pvp... ;/ plz help

The "ms" of a server is its latency, and is how long it takes a packet (a piece of information) to make a round trip for your computer, over the interwebs, to the server, and then back (or maybe it's only half that trip - but that's beside the point).
The higher the "ms", the higher the latency, the longer it takes for your client to send information to a server (e.g. I swing my sword), or vice versa, for a server to send you information (e.g. Enemy moves here).
If your latency is high on every server, that means you probably have an internet issue. Use some other tools to determine the speed of your internet (an online speed test is a good starting point) and see if it is well below what your ISP advertizes. If so, talk to your ISP and tell them that you're getting well-below-advertized speeds, and they can hopefully send out a technician to repair it.
If, howevever, the speed is as-advertized, it might mean your service is too slow and you should look into upgrading to a better internet service.
