Currently, Mojang is planning to require users to accept a EULA (End User License Agreement) in 1.7.10 and forward. Recently, someone noticed that this EULA stated that people wouldn't be able to do things like sell plugins for bukkit servers (though you can hire somone to make plugins for you), or for a server to do something like sell you a stack of diamonds (though donations are allowed).
That and there is rumor of a DDoS on Mojang due to the EULA, but it hasn't been confirmed and could just be regular downtime. You can view the statuses of some minecraft-related services on Mojang's help page: https://help.mojang.com/

Ahh, summer break, the time of the year where I do nothing.
There is someone claiming to be DDoSing Mojang due to the "new" EULA. Mojang, though, hasn't confirmed it being a DDoS, let alone it being that specific person.
Yes, it could be him, but he has no proof to back up his claims.
You're also forgetting it can be DDoS but not him.
Currently, I do not doubt it's that person, I just do not believe him.

The answer to your question is a very vague no.
